Description: July 2004, Oecussi, Timor L?este.

The only capital works program in Oecussi. Roadworkers earn a couple of dollars a day building retaining walls and drains to take the excess water from the roads during the wet season. Establishing roads that can take larger vehicles during the wet season is fundamental to improving the East Timorese economic situation.
